2019 – 2021
Technical Degree in IT
E.E.E.P. Clemente Olintho Távora Arruda · Baturité, CE
High school with a technical course in Information Technology. The first lines of code, and the moment it all clicked.
Chapter I
Once upon a time, there was a developer named
who connects smart meters, streetlights and people through software.
I'm a Full Stack developer from Ceará, Brazil, with 4+ years building web, mobile and IoT systems for the electric utility and public sectors. From a BLE handshake with a smart meter to the dashboard on the other end, I like owning the whole path.
Chapter II
the author, probably debugging a LoRaWAN packet
Hi! I'm Mateus, a software developer with 4+ years of experience in full-stack systems, IoT and solutions for the electric utility and public sectors. I've delivered projects for Equatorial Energia, Celesc, Neo Energia, Engeluz and the cities of Fortaleza and Guaramiranga.
Most of my days are spent where hardware meets software: LoRaWAN, NB-IoT, MQTT, BLE/DLMS, SCADA gateways and integrations with government platforms like e-SUS. I work end to end, from requirements gathering to production, supporting technical leadership and talking directly with clients.
After hours I build things just for the joy of it: a signal-driven frontend framework, a fantasy console for retro games in Lua, a bytecode VM that serves web pages, and firmware for an e-ink reading tracker.
Chapter III
Every good story has a path. Scroll along and follow the little traveler through mine.
2019 – 2021
E.E.E.P. Clemente Olintho Távora Arruda · Baturité, CE
High school with a technical course in Information Technology. The first lines of code, and the moment it all clicked.
Aug 2021 – Dec 2021
E.E.E.P. Clemente Olintho Távora Arruda · Baturité, CE
Built a management system for beauty salons with appointment scheduling, payment tracking and a usability-focused admin dashboard.
Jan 2022 – May 2023
NEPEN · Fortaleza, CE
Improved the IoT public lighting platform for Engeluz across multiple cities: real-time telemetry, remote device control, UDP/TCP support, better LoRaWAN network management and large-scale provisioning.
Jan 2022 – Dec 2023
Federal University of Ceará · Quixadá, CE
Two years of a Bachelor's in Computer Engineering, where the love for low-level work, embedded systems and bare-metal C began.
May 2023 – Jun 2024
NEPEN · Fortaleza, CE
Partial technical lead on the municipal education system for the City of Fortaleza. Migrated a legacy database without losing data, and refactored IoT device management with message queues, reducing processing spikes from hours to seconds.
May 2024 – now
PUCRS · Distance Learning
Associate degree focused on full-stack and mobile development, studied alongside work.
Jun 2024 – now
NEPEN · Fortaleza, CE
Built Minha Energia for Equatorial Energia, an app that talks to smart meters over BLE/DLMS without internet. Also an NB-IoT-to-LoRaWAN converter, a dynamic SCADA gateway, a health platform integrated with e-SUS for Guaramiranga, and the iOS port of Volt+. Mentoring and code reviews along the way.
Chapter IV
The tools I carry on every adventure, from the field device all the way to the screen.
the words I think in
the quiet engine room
where data becomes something to touch
talking to things in the field
where the stories are kept
software in your pocket
keeping the ship afloat
maps for bigger journeys
Chapter V
Things I've built for fun and curiosity. Each one taught me something new.
Firmware turning an Xteink X4 (ESP32-C3) e-ink device into a physical book library and reading-session tracker, with stats squeezed into a ~380KB RAM budget and a React dashboard.
Manage favorites, rate films and build watchlists to keep your movie collection organized. Published on Google Play.
A casual mobile game built with Unity, with Google Play Services integration and published on the Play Store.
A lightweight framework for the M5StickC Plus 2, made for rapid prototyping of embedded systems.
A small game written for the BeagleBone Black running bare metal, all low-level C and Assembly.
The classic Uno card game rebuilt in React, with the familiar mechanics and multiplayer.
